SART Handbook
Version II, August 2006
At the request of individuals and groups across the state, the Task Force produced its second Handbook in support of Sexual Assault Response Teams (SART) in Oregon and beyond. The first Handbook, published in November 2002, was intended to facilitate the development of a county SART through twelve topic guided meetings. Version II of the Handbook provides recommended practices for responders, arguments in favor of a victim centered and offender focused response, and sample protocols, policies and resources in Oregon. The 2006 Handbook is available in PDF format for download in all or part. The PDF is bookmarked according to the table of contents so that specific sections can be easily found and printed. Individuals in Oregon who respond to sexual assault may be in touch with the Task Force office for a printed copy.

This handbook is designed as a resource for counties, campuses or communities who wish to organize a collaborative response to sexual assault. We are calling this collaborative effort by the name in most common usage, the Sexual Assault Response Team (SART). We also expect that each SART will use the sessions in the handbook in the order in which it makes sense to them. The sessions are designed to be complete units unto themselves to help facilitate this option.
The Handbook is designed in discrete sections as all or part of its contents may be useful to you. For those in the very beginning of development, it offers a one-year process broken down into 12 sessions designed to be carried out in monthly meetings.
This handbook is meant to be a road map and not a rigid set of protocols, policies or procedures for you to simply rubber stamp and adopt. Oregon is entirely too diverse for this one size fits all approach. Instead, it includes specific topic areas with lists of issues for consideration and decisions, along with samples or examples from the Task Force and/or from other states.
